NRSO vs NCPR Checks in SA: 2026 Requirements Guide

If you are an employer in the education, NPO, or childcare sector in South Africa, vetting your staff is a legal requirement. To fully comply with safety regulations, you must check candidates against two distinct government databases: the National Register for Sexual Offenders (NRSO) and the National Child Protection Register (NCPR).

Many applications are currently facing rejection because schools and organizations are still receiving and following an outdated government letter from 2022. Here is the correct, up-to-date information you need to ensure your vetting process is compliant and successful.

NRSO and NCPR

⚠️ Warning: Ignore the Outdated 2022 Government Letter

An outdated government letter from 2022 is still being widely distributed to schools and NPOs—whether handed out physically, sent via email, or shared between colleagues. This letter contains incorrect instructions for NRSO employee vetting, stating that employers need Form 30, a Certified ID, and standard SAPS Police clearance.

Do not follow these instructions. If you submit these documents for an NRSO check, your application will be rejected. Form 30 belongs to the NCPR, and standard police clearance does not show pending cases. Read below for the correct requirements.

What is the Difference Between the NRSO and NCPR?

While both registers protect vulnerable individuals, they are governed by different departments, laws, and scopes. You must do both to remain compliant.

Correct Document Requirements (Updated)

To ensure your vetting applications are processed without delays or rejections, you must submit the exact documents required for each specific register.

  • Afiswitch OR SAPS69i clearance
    > Important Note: A SAPS 365 certificate (SAPS91a form) is NOT accepted for the NRSO because it does not show pending cases against the applicant.

  • Form 29 (For Teachers / Staff)
